5(c) Conditionally approving Schematic Designs, pursuant to the Candlestick Point and Phase 2 of the Hunters Point Shipyard Disposition and Development Agreement, for a mixed-use residential and retail building that includes 128 residential units, 13 of which are below market rate, and approximately 16,600 square feet of ground-floor, neighborhood retail at Candlestick Point South Block 6A, and adopting environmental review findings pursuant to the California Environmental Quality Act; Bayview Hunters Point Redevelopment Project Area
