Hunters Point Shipyard Phase 1 - Housing

Hunters Point Shipyard Phase 1’s total housing production goal at full build-out is 1,428 units, of which 29% (or 407 units) will be affordable to low- and moderate-income households.  In HPS Phase 1, the housing production at the end of FY19-20 was 35% complete with 505 units built and occupied. Of those completed units, 102 were affordable housing units, all of which are inclusionary affordable units within market rate developments including one stand-alone 100% developer-funded inclusionary housing development at HPS Phase 1 Block 49. Four OCII-subsidized 100% affordable housing developments are in either predevelopment or future development phases of planning and development on two parcels in the Hillside area and two parcels in the Hilltop area.

Certificate of Preference

The Certificate of Preference is a special document that gives highest priority to applicants in City-sponsored housing lotteries. The former San Francisco Redevelopment Agency issued them to displaced households in the 1960s and 1970s.

You can exercise a Certificate of Preference twice - to rent one unit and to buy one unit.

If you don’t have the physical certificate, you can still check if you’re eligible for this program.
