Final Subsequent Environmental Impact Report

The Office of Community Investment and Infrastructure is the lead agency responsible for the project's compliance with the California Environmental Quality Act. The Final Subsequent Environmental Impact Report (Final SEIR) on this project is comprised of the Draft SEIR (see Volumes 1-3 below) and the Responses to Comments Document (see Volumes 4-6 below)

The Draft SEIR was prepared in compliance with the California Environmental Quality Act, as required by the Office of Community Investment and Infrastructure, the lead agency. The Draft SEIR provides a description of the proposed project at Mission Bay Blocks 29-32, an analysis of the environmental impacts of the project, identification of feasible mitigation measures that would avoid or lessen the impacts, and an analysis of alternatives to the project. This document was circulated to governmental agencies and interested organizations and individuals for review and comment on the document. The Draft SEIR was published on June 5, 2015 and the public comment period ran through July 27, 2015.

  • Responses to Comments Document: Volume 4, Volume 5, Volume 5

Please click on the following links (Volume 4, Volume 5, Volume 6) for the three volumes that comprise the Responses to Comments document on the Draft Subsequent Environmental Impact Report (Draft SEIR) on the Golden State Warriors Event Center and Mixed-Use Development at Mission Bay Blocks 29-32. The Responses to Comments Document has been prepared in compliance with the California Environmental Quality Act, and provides written responses to comments received on the Draft SEIR along with a list of all persons, organizations, and agencies submitting comments and copies of the comments.  The Commission on Community Investment and Infrastructure held a public hearing on June 30, 2015 to accept oral comments and the public comment period ran from June 5, 2015 through July 27, 2015.  Comments received through mid-October 2015 are also included in the Responses to Comments Document.  The Responses to Comments Document was published on October 23, 2015.

  • Notice of Preparation and Initial Study

Please click HERE for the Notice of Preparation of an Environmental Impact Report (NOP). On November 19, 2014, OCII sent the NOP to governmental agencies, organizations, and persons interested in the proposed project to initiate the 30-day public scoping period for this SEIR, which ended on December 19, 2014.  A scoping meeting was held on December 9, 2014. Administrative Record

The Office of Community Investment and Infrastructure has prepared this administrative record for the proposed project and associated California Environmental Quality Act review process in accordance with the Jobs and Economic Improvement Through Environmental Leadership Act (AB 900). Governor Jerry Brown certified the proposed project as an environmental leadership development project under this Act on April 30, 2015, and on May 27, 2015, the Joint Legislative Budget Committee concurred on this certification. Please click HERE for a copy of the Notification of GSW as an Environmental Leadership Development Project.)  Therefore, this project is eligible for streamlined judicial review.   • November 3, 2015 San Francisco Municipal Agency Transportation Agency Board of Directors Resolution No. 15-154 and related documents and staff presentation

    Please click HERE for Item 13 on SFMTA’s webpage for their Board of Director’s meeting on November 3, 2015.  SFMTA Resolution No. 154-2015 includes the agreement of SFMTA to an Event Center Expenditure Plan for transportation capital and operating costs, and other actions including adopting findings under the California Environmental Quality Act.
